USMCA Chapter 23's Rapid Response Mechanism already allows either government to trigger binding remediation when workers at specific facilities are denied union rights. It has been invoked 10 times since 2020. It requires no new treaty. The proposal extends its scope: (1) maquiladora facilities with more than 20% of workers lacking IMSS enrollment become subject to the same rapid response currently applied to union denial; (2) a binational femicide data standard is adopted using the UN Model Protocol as the common classification framework, enabling a shared cross-border count and coordinated law enforcement response for the first time; (3) a Border Women's Safety Fund, capitalized at 0.01% of annual USMCA trade value (~30M/year), finances cross-border victim services, shelter access, and legal aid that currently stops at the river. The institutional model is BECC/NADB: joint governance board, shared data infrastructure, consensus decisions. It took 18 months to negotiate after NAFTA. The technical design question has already been answered by existing institutions. The political will question is separate and should be named as such.
