About This Project

Create a tiered beneficial-ownership system that distinguishes ordinary low-risk entities from structures that create real illicit-finance risk. Instead of forcing every small LLC through the same heavy process or exempting domestic companies entirely, the system would integrate state formation data, bank customer-due-diligence records, public procurement systems, real-estate transaction triggers, sanctions exposure, and suspicious-activity patterns into a controlled ownership graph. Authorized users could trace natural persons behind high-risk entities while every access is logged, purpose-limited, and reviewable. Privacy is preserved for ordinary activity; anonymity is removed where public money, high-value assets, sanctions risk, or entity-layering patterns make opacity dangerous.
