About This Project

Advance implementation of the BBNJ Agreement through a dedicated multilateral compact establishing enforcement mechanisms, funding, and technical capacity for high seas protection. The compact would: capitalized a $20 billion High Seas Conservation Fund; establish real-time vessel monitoring with automatic sanctions for illegal fishing and pollution; create Area-Based Management Tool fast-track procedures; and integrate climate-adaptive boundaries into MPA design standards. Indigenous maritime communities would be granted co-management rights over culturally significant high seas areas.
