Establish a publicly accessible, WHO-curated repository of vaccine formulations, adjuvant systems, and manufacturing protocols for priority pathogens with pandemic potential. De-commercializing foundational vaccine science for Category A and B threat pathogens could reduce time-to-first-dose for novel outbreaks by 60–90 days. The repository would be jointly governed with CEPI and partner manufacturers under a pooled IP framework.
