About This Project

Establish National Reskilling Accounts (NRAs) — portable, individually owned learning credit accounts funded by a tripartite contribution from government, employer, and worker — that workers can draw on throughout their careers for accredited reskilling programs. The system has four components: (1) Account structure: Every working adult receives a base annual credit of $3,000 (government-funded, scaled to income) plus employer contributions tied to payroll. Workers in high-displacement occupations receive enhanced credits. (2) Eligible programs: A national competency framework defines approved programs based on real employer hiring data — not supply-side course catalogs. Credits can only be spent on programs with proven employment outcomes (>70% employment rate within 6 months). (3) Income support bridge: Workers in transition receive 70% income replacement for up to 18 months while in an accredited reskilling program — replacing the inadequate 26-week unemployment benefit model. (4) Micro-credential recognition: A national and portable digital credential framework that employers agree to recognize, ending the 'degree or nothing' hiring binary. Singapore's SkillsFuture program is the closest existing model; this scales and strengthens it globally.
