The smallholder crisis cannot be solved by individual interventions because the problems are mutually reinforcing: without secure land tenure, farmers cannot get credit; without credit, they cannot afford quality inputs; without quality inputs and advisory services, yields stay low; with low yields and high input costs, farms are unprofitable; with unprofitable farms, youth exit and land is sold. Addressing any single node fails because the system snaps back. The Smallholder Stack is a bundled, sequenced intervention that addresses all five failure nodes simultaneously in a defined geography, creating the positive feedback loop that replaces the current negative one. The stack has four layers: (1) TENURE FIRST: Administer systematic land registration in target districts using low-cost drone mapping and community-based adjudication protocols (proven in Ethiopia and Rwanda at $20-30/hectare vs. $800-1200 for traditional survey methods). Tenure security is the prerequisite for everything else. (2) INPUT COOPERATIVES: Aggregate smallholder demand into legally registered input cooperatives, reaching purchasing scale that unlocks 20-35% discounts from input suppliers and enables collective storage infrastructure financing. Kenya's KACE model and India's FPO system demonstrate 10,000+ member cooperatives are achievable in 3-5 years. (3) DIGITAL ADVISORY WITH FEMALE-FIRST DESIGN: Deploy digital extension using community agronomist intermediaries (one trained agronomist per 200 households, compensated from cooperative surplus) — bypassing individual device/literacy barriers. Female agronomists in female-farmer-majority areas are the specific design choice that addresses the 2x adoption gap. (4) AGGREGATED OUTPUT MARKETING: Use cooperative structure to negotiate collective supply agreements with national/regional buyers — eliminating trader intermediaries and improving prices by 15-25% while reducing post-harvest losses through collective storage timing. The key innovation is sequencing: tenure enables cooperative formation; cooperative formation enables input aggregation and output marketing; cooperative surplus funds digital extension; all four layers together make farming economically viable again.
