About This Project

The core problem is that 1,700 gigatons of Arctic carbon is not accounted for in any binding international framework. This idea proposes a three-part intervention: **1. Arctic Permafrost Monitoring Treaty (APMT)** A binding multilateral agreement requiring the 5 Arctic nations (Russia, Canada, USA, Norway, Denmark/Greenland) to deploy and maintain a standardized methane and CO2 flux monitoring network. Minimum 500 ground stations plus dedicated satellite constellation (building on Sentinel-5P / MethaneSAT). Data shared in real-time on open international platform. Modeled on the Antarctic Treaty System but focused on measurement obligations rather than territorial claims — giving Russia an incentive to participate as a science partner rather than a target. **2. Permafrost Feedback Accounting Standard** Revise IPCC carbon budget methodology to incorporate permafrost feedback in national carbon budget calculations. All UNFCCC NDCs updated to reflect remaining carbon budget after permafrost feedback deduction. This increases the required ambition of every national pledge — but ensures targets are physically meaningful. **3. Permafrost Emergency Research Fund** A $2B dedicated fund (G20-financed, proportional to emissions) for abrupt thaw modeling, intervention research (reflective surface treatments, rewetting programs), and Arctic Indigenous community adaptation. At $2B, the cost is 0.001% of the $16T COVID economic damage — the value of preventing a comparable climate shock.
