Global Biosecurity Oversight Protocol: Dual-Use Research Registry, Sequence Screening, and a Biological IAEA
Description
Establish a three-layer global biosecurity oversight architecture to manage dual-use biotechnology risks while preserving the benefits of open science: (1) Mandatory Dual-Use Research Registry: All research involving enhanced pandemic pathogens, heritable human gene editing, or synthetic biology above defined capability thresholds must be registered with a WHO-administered international database before commencing.
Modeled on clinical trial pre-registration — registration does not prevent research, but enables oversight. (2) Universal DNA Synthesis Screening: All commercial DNA synthesis orders above 200 base pairs screened against a regularly updated database of dangerous sequences.
The technology exists and is already implemented by responsible providers — mandate it for all providers globally through export control law.
(3) International Biosecurity Agency (IBA): An IAEA-equivalent body with technical inspection authority over high-risk biological facilities, a rapid-response biosecurity incident team, and the mandate to develop binding international standards for dual-use research governance. Initial capitalization of $500M, staffed by seconded national biosafety experts.
Implementation Pathway
Phase 1 (2025–2027)
- • WHO dual-use research registry operational
- • DNA synthesis screening mandate adopted by G20
- • IBA charter negotiated
Phase 2 (2027–2031)
- • IBA operational with inspection authority
- • Registry covers 80% of high-risk research globally
- • Sequence screening covers 95% of commercial synthesis volume
Phase 3 (2031+)
- • IBA achieves universal membership
- • Inspection regime normalized
- • Biosecurity standards embedded in national research funding requirements
